Preheat oven to 425°F (220°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together flour, baking powder, and salt.
Cut in the cold butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
Gradually add the cold milk, mixing until just combined. Be careful not to overmix.
Turn the dough out onto a lightly floured surface and gently pat it into a 1-inch thick rectangle. Fold the dough in half. Repeat the patting and folding process 2-3 times to create flaky layers.
Pat the dough into a 1-inch thick rectangle again. Use a biscuit cutter or a knife to cut out biscuits.
Place the biscuits on the prepared baking sheet. Bake for 12-15 minutes, or until golden brown.
