Bloom gelatin by sprinkling it over cold water in a small bowl. Let sit for 5-10 minutes until thickened.
In a large bowl, beat softened cream cheese and granulated sugar until smooth and creamy.
Warm the milk slightly (do not boil). Add the bloomed gelatin to the warm milk and stir until completely dissolved. Let cool slightly.
Gradually add the milk and gelatin mixture to the cream cheese mixture, beating until well combined. Fold in the whipped heavy cream until no streaks remain.
Divide the mousse evenly among serving glasses or bowls. Chill in the refrigerator for at least 2-3 hours, or until set.
For the topping, gently toss the fresh strawberries with powdered sugar. Spoon the strawberry mixture over the chilled mousse just before serving.
